Ecuador's non-profit telecoms regulator Conatel manages the country's RF spectrum, a natural resource, to ensure that all telecom industry actors operate in optimal condition. It also sets rules and regulations to prevent unfair competition practices, and determines those legal and regulatory obligations that must be fulfilled by operators. Its projects include number portability, cellphone census, and mirror site registry.
