Mexico's national hydrocarbons commission CNH was created to implement the country's 2008 energy reforms. CNH holds autonomy in technical matters as well as the drafting of regulations, supervision and evaluation of energy related activities. It is responsible for managing the bidding process, awarding contracts and supervising their implementation. The agency also identifies extraction and production contracts in which private parties may invest if state oil firm Pemex lacks technical capacity.
