Brazil's São Paulo state water regulator Agência Reguladora de Saneamento e Energia do Estado de São Paulo (Arsesp) was created in 2007 by the state government to regulate the sanitation sector in compliance with state legislation and the federal basic sanitation law, which required the creation of an independent regulator. Arsesp is responsible for monitoring basic sanitation services and regulating rates for water and sewage services within the state of São Paulo.
