Refinería del Pacífico Eloy Alfaro RDP-CEM is a mixed-ownership company made up of Ecuador's state-owned Empresa Pública de Hidrocarburos del Ecuador (Petroecuador) and state-run Petroleos de Venezuela (PDVSA). It was created in 2008 to design, build, commission and start-up the Eloy Alfaro refining and petrochemical complex, a project expected to process 300,000 barrels of crude oil and produce gasoline, diesel fuel, jet fuel, petrochemicals, polypropylene, sulfur, and coke, with surplus targeted at foreign markets. The plant will be located in the Manabi province, Ecuador. In 2016, the company inaugurated the La Esperanza Multipurpose Aqueduct, one of the refinery's preliminary works, which will supply 4,000m3/h to the plant's production processes, with the remaining 2,000m3/h sent to the neighboring counties of Manta, Montecristi and Jaramijo for household consumption.
