Introduction

Spanish consultancy Frontier Economics recently asserted that the high volume of mobile numbers being ported in Peru is a more important indicator of competition than operators' market shares, and this could be sufficient to inspire new operators - particularly MVNOs - to enter the fray.

This comes in stark contrast to the continuing dominance of Telefónica in fixed line services, with its 76% share of the fixed broadband market, but Frontier's verdict on mobile could well apply to the overall market since mobile broadband accounts for 87% of total broadband.

The time is therefore right for the authorities to finally address the transition from a focus on telecom and infrastructure issues, to holistic coordination of the digital economy.
