Argentine province outlines flood defense priorities
Local authorities from Chaco province presented flood prevention projects over US$40mn for which it will seek funds from Argentina's federal government.
Following heavy rains last week, which forced the evacuation of nearly 3,000 residents according to state news agency Télam, governor Domingo Peppo and provincial water office APA presented a list of priority projects. This week, they will pass this list to national hydrological resources secretary Pablo Bereciartua, the provincial government said in a press release.
Chaco is seeking federal funding for flood defense works for devastated capital Resistencia, urban drainage systems and a canal for the Muerto river, among others.
Meanwhile, secretary Bereciartua told daily La Política that the country has lost between US$15bn and US$20bn due to floods during the last three years, while the 2018 drought added US$7bn to the losses.
The official said that currently 600km of canals are under construction, involving a US$1.2bn investment. Among projects are the rehabilitation of the San Antonio canal in Santa Fe and the widening of Salado river.
He also added that the federal government proposed creating a development corporation to facilitate investments in the area known as sub-meridional lowlands, spanning the Santa Fe, Chaco and Santiago del Estero provinces.
"That corporation could entail a public-private partnership scheme, not necessarily under the country's PPP law, but in general," he said. One project particularly suited for such an entity is the building of 300 reservoirs to the benefit of 2.5mn hectares in the area.
"They aren't very complex works, but of course they are a big challenge for a country like ours, which has gone along a long road of poor planning, lack of investments and the last few years of populism," he added.
