In accordance with Article 143 of its National Constitution, the Republic of Paraguay, within its foreign policy, accepts international law and is in line with principles. Historically, it has stood for multilaterism and, as a founding member of the United Nations, has always supported the role of that organization to achieve by peaceful means and in conformity with the principles of justice and international law, adjustment or settlement of international disputes.
The Israeli-Palestinian conflict has caught the United Nations attention since the beginning. In this regard, the Republic of Paraguay has consistently endorsed the vision of a region where two democratic States, Israel and Palestine, live side by side in peace within secure and recognized borders, according to the position written in many of the United Nations Security Council resolutions, as 1397 (2002), 1515 (2003), 1850 (2008) y 2334 (2016).
In 1947, when the United Nations General Assembly addressed the issue for the first time, Paraguay voted in favor of the Partition Plan for Palestine, approved by Resolution 181 of the Assembly, which previewed the creation of two States: a Jewish and an Arab ones, and an international special regime for the Holy City of Jerusalem as a corpus separatum.
That resolution fostered the birth of the State of Israel, whose recognition was supported by Paraguay, and diplomatic relations were established in 1948. Later, in 2005, Paraguay did the same with Palestine and formally recognized it as an independent State in 2011. All of the above shows the coherence of the Paraguayan position since 1947 on supporting the two-state solution to this longstanding conflict.
One of the most complex components of the conflict is the status of Jerusalem, and in this context, the Republic of Paraguay considers that it has to be addressed through negotiations by the concerned parties, within the framework of the relevant international organizations decisions. As firmly committed to peace, Paraguay wants to contribute to intensify the regional and international diplomatic efforts to achieve a just, lasting and comprehensive peace in the Middle East.
Therefore, according to the above-mentioned, the Government of the Republic of Paraguay considers appropriate to re-establish the headquarters of its Embassy to the State of Israel in the location previous to the statement dated May 9, 2018. This measure is adopted in the meantime a broader approach to the subject can be achieved.
The Republic of Paraguay reaffirms its willingness to maintain excellent ties of friendship and cooperation with the States of Israel and Palestine, based on shared principles and values.
