Brazil releases terms of satellite capacity auction
Brazil's state telco Telebras issued the details of an auction on Friday to sell part of the capacity of its recently launched geostationary defense and communications satellite, known as SGDC, which operates in the Ka band and has total capacity of 56 Gbps.
After criticism from the political opposition, along with civil society organizations, and following recommendations made by the federal audit court, Telebras decided to put up 57% of the satellite capacity for sale, rather than the 70% initial planned, retaining a remaining lot for itself.
Two lots will be auctioned, one with 21Gbps capacity and the other with 12Gbps. A third lot, which will be "on hold" for a possible future auction.
According to the terms of the auction, the objective is to "promote the national broadband plan (PNBL), whose goals are: to expand access to broadband internet connection services; to accelerate economic and social development; to promote digital inclusion; to reduce social and regional inequalities; to promote the generation of employment and income; to expand e-government services and facilitate citizens' use of public services; to promote the training of the population to use information technologies; and to increase Brazilian technological autonomy and competitiveness."
Bids must be sent by August 28. The same day, at 10am local time, the envelopes containing the proposals will be opened at Telebras headquarters in Brasília. The winner will be the one offering the highest total value per lot.
Payment may be made 15% in cash and the remainder in 60 monthly installments, which is the initial term of the contract, extendable for an additional five years.
Individual bidders or consortiums formed by up to three companies, including foreign firms, are entitled to bid.
