Chile in regulatory water security push
Chile's public works minister Juan Andrés Fontaine (pictured) said the government is pushing a regulatory agenda to improve water security, which involves updates to the law on water utilities and incentives for private investment in the sector.
During a seminar held by water regulator SISS in Santiago, Fontaine said that some of the updates to the water utilities law include a compensation system for users affected by non-scheduled service cuts and improvements to citizen participation mechanisms.
The minister told BNamericas that another aspect of the reform, which is currently in the senate, will be to encourage water utilities to make investments that reduce losses in the networks, which are said to average 30%.
The official added that the reform "will adapt the utilities' investments to climate change, especially regarding the resilience needed in the water network."
The minister also said that Chile needs US$1.4bn a year for rain water management infrastructure, though it only invests US$70mn.
Fontaine said that is because despite having rainwater management plans, some are still awaiting approval from the comptroller, and some have been waiting for up to five years.
The minister said he will try to speed up these proceedings and explore mechanisms to promote private investment in the sector.
Fontaine also said that his ministry is finalizing new rules for rural water systems that will allow the public works ministry (MOP) to manage wastewater systems, as the current framework only covers potable water.
For this year, the minister added, MOP plans to invest 120bn pesos (US$180mn) in rural potable water systems, up 10% on last year.
