Latin America, Caribbean power roundup
Central American regional power grid operator EOR reported that the system was completely integrated again following Saturday's total collapse of the Panama, Costa Rica and Nicaragua system that led to demand and generation losses in the Honduras, El Salvador and Guatemala systems.
The incident occurred following a spike on the 230kV El Coco-Panamá II circuit's 12A line, according to EOR, which said that Panama's national dispatch center attributed the fault to lightning.
The event caused a load flow of approximately 350MW from the Panama system to the rest of the grid that led to overloaded and disconnected transmission lines.

Paraguay's state power company Ande extended to July 21 the bidding deadline for the international tender to build and interconnect the US$29mn 220/66/23kV Concepción II substation under a leasing agreement.

A committee designated by Dominican Republic President Danilo Medina Sánchez to investigate the bidding process for the 720MW coal-fired Punta Catalina project (pictured), amid the participation of scandal-hit Odebrecht in the winning consortium, has recommended the hiring of an international firm specialized in the audit of thermoelectric plant investments.
In its 285 page report, the committee said that the executive branch should pay special attention to the possible escalation of costs and therefore the price of the contract that could lead to construction delays.
