The database will be a joint initiative of various entities such as the national sustainable development council (Conades) and water utility IDAAN.
A total of 6,269 clients have renegotiated their debts under the program.
Some 17% have no access to piped drinking water, according to a think tank.
Utility IDAAN held a clarification meeting that was attended by 10 companies.
Water projects carried out through public-private alliances have benefited 40,000 residents in 13 provinces, the government says.
The project is expected to be completed by 2019, according to Francisco Vega, governor of the Mexican state.
