Head of Colombia's infrastructure agency steps down
The head of Colombia's infrastructure agency ANI, Luis Fernando Andrade, announced his resignation on Thursday morning after six years in the post, prior to being formally charged with undue interest in granting contracts as part of the investigation into the bribes paid by Brazilian construction company Odebrecht.
The day before, it was announced that Andrade would be formally charged on August 25, instead of September 21 as originally announced, radio station Caracol reported.
On a public statement, Andrade stated that he was stepping aside in order to "guarantee the impartiality of the justice system and to not put at risk the citizens' trust in the ANI, and the ambitious infrastructure program that has required so much effort"
For his replacement, President Juan Manuel Santos named Dimitri Zaninovich as the new head of the infrastructure agency, according to a post on his Twitter account. Until now, Zaninovich was the deputy finance minister. Santos also said that the country's "recognizes [Andrade´s] big contribution to the modernization of our infrastructure".
During his six-year tenure, Andrade lead the transformation of the national concessions institute (Inco) into the current ANI, and was also one of the main actors behind the government's 4G highways program,
"From the ANI we have structured, contracted, and are in the process of executing the most ambitious infrastructure program in the country's history. Not only for highways, but also in terms of ports and airports", Andrade stated on his resignation letter.
Andrade is being accused by prosecutors of having undue interest in granting contracts when signing an addition to the now-canceled concession contract for section 2 of the Ruta del Sol highway. This addition entailed the 82km Ocaña-Gamarra stretch of the road.
