Mexico auditor finds irregularities in major works
Some key infrastructure projects launched during Mexico's former president Enrique Peña Nieto's (pictured) tenure are plagued with irregularities, federal auditor ASF found.
Audit results were presented to the lower house on Wednesday. They point to deficiencies and inconsistencies in the 285bn-peso (US$14.7bn) international airport that was being built in Texcoco, Mexico state; the interurban passenger rail line under construction between Mexico City and Toluca, and the Paso Exprés highway in Cuernavaca.
Regarding the airport, the ASF concluded that authorities lacked a comprehensive vision when the project started. This led to deficient coordination between government entities involved in the works.
Audits also revealed shortcomings in the planning and preparation in some of the final designs, as well as failures to supervise works. These irregularities cost 3.21bn pesos. The analysis found the project accumulated a US$6bn debt.
For the rail line, still under construction, the audit found irregularities like the failure to secure rights-of-way, planning deficiencies in the final designs and the execution and supervision of works. All up, these irregularities cost 746mn pesos.
In the case of the highway, a sinkhole formed in 2017, just three months after inauguration, killing two, due to low constructino quality. The auditor found negligent practices on the part of the authorities involved.
The auditor found that excess payments of 76.5mn pesos were made and that authorities ignored risks that had been identified prior to the sinkhole incident.
