Special commission to coordinate Panama rail project
Panama has established, via presidential decree, a high-level commission for a rail line between Panama City and David, capital of Chiriquí province.
The commission serves as official link between Panamanian authorities and China's government, which will finance the relevant feasibility studies.
Specifically, the commission will prepare an action plan for these studies, promote and coordinate all the activities under the plan and oversee their implementation. The group will also be responsible for establishing the necessary intellectual property criteria.
The commission, headed by the minister of the presidency, will have its own budget. Other parties involved include the foreign affairs, economy and finance, housing, and public works and environment ministers, as well as the presidential goals minister, Metro de Panamá's director, and the general manager of state transmission company Etesa.
Every official may appoint representatives that assist with the tasks related to the line.
President Juan Carlos Varela inked the deal for financing the studies during his visit to China last year, following his decision to sever ties with Taiwan in favor of Beijing.
Feasibility studies for the 450km rail line will help determine whether it should be built as an underground or elevated line, as well as the number of stations necessary, line capacity, price tag and financing needs, and risk factors.
The studies are expected to finish in less than a year, with a Chinese company already having expressed interest in conducting them.
