Medellin's infrastructure targets for 2017
The government of the city of Medellín in Colombia's Antioquia department has proposed that the fiscal surplus obtained last year be used to finance infrastructure projects, along with other initiatives to improve access to education and health.
The proposal was made to the city council and will be debated on May 19 and voted upon on May 24, according to a statement from the municipality.
Last year, the city managed to achieve a surplus of 296bn pesos (US$100mn), of which US$45mn will be used for infrastructure initiatives, according to the proposal.
With this, the total amount that the city will have for investments for this year will be 4.9tn pesos.
THREE BIG PRIORITIES
Back in February, the mayor of Medellin, Federico Gutiérrez, published an op-ed in sector outlet Info-Estructura, in which he announced that his administration was carrying out 91 infrastructure projects, with an initial investment of 671bn pesos.
Some of the main projects in the municipality's portfolio for this year are related to mobility in the city, with three standing out.
One of them is the El Picacho cableway, a US$70mn project that involves the construction of a 2.5km cable car line to connect four districts of the city. According to the company Metro de Medellín, this would transport over 3,600 users per hour across the four stations that would be built.
It is estimated that construction will begin in June 2017 and the line would be finished in late-2018.
Another big priority for the municipality is work on Avenida 80, on which a trolley bus line will be implemented. The Medellin city government estimated that the trolley bus would serve some 200,000 passengers, have four main stations and 16 stops on a 13.5km line.
However, it is also estimated that this project will cost up to 3tn pesos in total, according to the feasibility studies mentioned by mayor Gutiérrez, as cited by El Colombiano. The municipality has so far invested 600bn pesos, so further financing from the national government is needed.
In this regard, in late 2016, high-ranking executives of Medellin's Metro, including operations manager Jaime Rueda, travelled to Porto Alegre in Brazil to see the city's air-powered Aeromovel monorail system, and this technology could be among the options for the trolley bus system, according to newspaper El Colombiano.
The third big project on which Medellín is working on is the El Toyo tunnel, which, according to the development plan "Medellín Cuenta con Voz 2016-2019", will require an investment of 186bn pesos. This entails the construction of a main tunnel with a length of 9.85km and other seven secondary tunnels, bringing the total to 12.7km, making it the longest in Colombia. Works are expected to begin this year.
Once completed, the tunnel is expected to cut travel times between Medellín and the Gulf of Urabá by half.
