The finance minister also hailed the progress made with Mexico's fintech law, passed in 2018, adding he hopes that it will soon begin to bear fruit with the modernization of the financial system.
Younger, more urban
According to Carlos Santiso, head of digital government innovation at CAF, Latin America is younger, more digital, more urban, and its societies have higher expectations about services from the state.
Santiso, in an interview at the event, said, "many times we have connected 21st-century societies, and yet we continue with governments, particularly municipal ones, that are still in another era."
The director said that, in this context, the challenge lies not in a technological issue but in cultural changes and mentality of governments.
"Technology is not the solution, it is the means to change the culture of attention to the citizen; change the mentality that the citizen should serve the state when filling out applications when it is rather the state that should approach the citizen," he said.
