Pemex launches US$4bn 'clean' fuels project
Mexico's Pemex is launching the second phase of its 'clean' fuels initiative, to produce ultra low sulfur diesel at five of its six refineries.
The work will require around US$4bn in investment, of which around 58% will come from the private sector, the firm said in a statement.
The ultra low sulfur diesel will be produced at the state oil firm's Madero, Salamanca (pictured), Minatitlán, Tula and Salina Cruz refineries.
In December, Pemex announced a project to produce ultra low sulfur gasoline at six refineries, with a US$3.1bn investment.
For the ultra low sulfur diesel initiative, 12 new plants will be built and 14 existing ones modified, in addition to the installation of complementary systems and services.
Construction of the new plants will begin this month, Pemex said. They are expected to become operational in the first half of 2018, enabling Pemex to produce high-quality diesel with sulfur levels reduced from the current 500 parts per million to 15 per million, slashing sulfur dioxide emissions by 12,000t annually.
Some US$1bn will be invested at the Madero refinery and ICA Fluor Daniel will be in charge of the project, while the US$500mn project at the Salamanca refinery will be carried out by Samsung Engineering.
The US$700mn initiative at the Minatitlán refinery will be carried out by Treunidas México Ingeniería y Construcción, while the US$600mn Tula refinery project has been awarded to Avanzia Instalaciones.
Work at the Salina Cruz refinery will cost US$1bn and be carried out by a consortium comprising Foster Wheeler and Arendal.
The projects are expected to create 12,000 direct and 31,000 indirect jobs, Pemex said.
An 11.5% budget cut at the start of 2015 had put Pemex's planned refinery upgrades on hold.
