Baja California signs PPP contract for major desalination plant
The government of Mexico's Baja California state has signed a public-private partnership contract with an international consortium to design, build, finance and operate a seawater desalination plant in Rosarito beach.
The 100mn gallon per day seawater reverse osmosis desalination Aguas de Rosarito plant will be transferred to Baja California's water authority (CEA) after the 37-year contract is completed.
The contract was signed with a consortium consisting of Consolidated Water subsidiary NCS Agua and Singapore's Nu Water. French company Degremont was chosen by the group to design and build the project, Cayman Islands-based Consolidated Water said in a press release.
The US$490mn project will be carried out in two phases.
"The first with a capacity of 50 million gallons per day and an aqueduct to the Mexican potable water system in Tijuana, Baja California; and the second phase with a capacity of 50 million gallons per day and an aqueduct to a second delivery point in Tijuana," Consolidated Water said.
The first phase is expected to be completed 36 months after construction begins, while the second phase must be operational by the end of 2024.
This will be the largest desalination plant in the hemisphere and will provide water to Rosarito, Tijuana, and will also partially supply the San Diego, California, market in the US, according to local press reports.
The plant will ensure Baja California's drinking water supply for the next 40 years. To date, the water supply for four of Baja California's five municipalities comes exclusively from the Colorado River.
