Mexico's Conagua unveils action plan for 2019
Blanca Jiménez, the new head of Mexican water authority Conagua, unveiled some of the actions that will be implemented this year, as well as the efforts that it will undertake during the current administration.
Speaking to reporters, Jiménez said that the authority's work this year will mainly focus on the areas of water management, increasing and improving water service coverage and protecting the population from water-related natural disasters.
The goal of Conagua will primarily be to serve economically vulnerable populations and those areas with insufficient water coverage, the official said.
Jiménez, a former director of UNESCO's water sciences division, said that although Mexico's water and sanitation coverage rates have respectively reached 97% and 98% of the population, the quality of services is still inadequate.
Another effort by Conagua's current management team will be to drafting a general water bill. The authority will be assisted in these efforts by experts from national university UNAM.
Relocating the headquarters of the authority to Veracruz state as part of President Andrés Manuel López Obrador's decentralization plan is not expected to take place this year, the official noted.
WORKS
The spending budget that Mexico's congress approved for the authority this year amounts to 23bn pesos (US$1.18bn), local paper La Jornada reported.
Priority projects will be carried out in 212 municipalities of the country, some of which are located in Oaxaca, Veracruz and Guerrero, the states with the largest low-income populations.
Jiménez confirmed that the long-delayed Emisor Oriente, a drainage tunnel conceived to boost the capacity of Mexico City's drainage system to help cope with heavy precipitation, will be completed before this year's rainy season. Progress on the excavation works has now reached 97%.
Other projects to be completed during the new administration include the construction of Mexico City's Chapultepec pumping plant and the drilling of five deep wells in the Iztapalapa district of the Mexican capital.
CUTZAMALA MAINTENANCE FAILURE
Jiménez also briefed the press on the progress of the investigation into the maintenance problems in the Mexico valley's Cutzamala water distribution system that led last year to the longest-ever water cuts seen in the Mexico City metropolitan area.
Although the previous administration applied a 5mn-peso fine to the companies involved in the failed installation of the so-called inverted K piece that was part of the maintenance works, the authority's internal audit body will continue auditing the process as well as other contracts awarded by former management.
