The project calls for building a dam, aqueduct and water treatment plant to supply water to the city of Oaxaca and 22 surrounding municipalities, benefitting 500,000 residents. It is part of the Oaxaca territorial infrastructure plan. Water demand is 1,500l/s and there is a 400l/s deficit.
