While still stalled in congress, a bill to create a positive credit bureau could help bring as many as 26mn Brazilians into the country's banking system, according to a report from credit information firm Serasa Experian.
The bill, which was passed by the lower house on May 19 and awaits senate approval, has been criticized by many as possibly too cumbersome to manage, but Serasa Experian said that the use of positive payment information from utilities could still make large improvements in the provision of credit.
The group said it found that as many as 28.7% of Brazilians making less than 500 reais per month (US$292) and 27.6% of those earning 500-1000 reais per month could see increased access to credit from a positive credit bureau.
Serasa Experian said it based its figures on simulations of Brazilian data using international credit scoring models. In July, the firm said that non-performing loan (NPL) ratio in retail credit in Brazil could be cut almost in half with the adoption of a positive credit bureau.
