Invepar, Triunfo, Engevix win airport concessions as auction raises US$14bn - Brazil

Consortiums Invepar-ACSA, Aeroportos Brasil and Inframérica have won concessions to operate Brazil's Guarulhos, Viracopos and Brasília airports at an auction that raised 24.5bn reais (US$14.3bn) in total.

Civil aviation agency Anac received 11 offers in total for the airport concessions, which are aimed at getting below-par infrastructure up to scratch in time for the 2014 World Cup. Together, the three airports handle 30% of Brazil's air passenger traffic and 57% of air cargo, the government said in a release.

São Paulo state's Guarulhos airport, the busiest in Latin America, attracted the most interest at the auction, held at the São Paulo stock exchange, Bovespa.

The concession was won by Invepar-ACSA, which bid 16.2bn reais for the airport, almost five times the minimum set by the government. The group is made up of Brazilian infrastructure groups Invepar and OAS along with South African airport operator ACSA.

Consortium Aeroportos Brasil, formed of Brazilian tollroad operator Triunfo Participações and France's Egis Airport Operation, won the concession to operate São Paulo's Viracopos airport, with a bid of 3.8bn reais.

The Brasília airport concession was awarded to the Inframérica group for 4.50bn reais. The consortium, comprised of Brazil's Grupo Engevix and Argentina's Corporación America, also won a concession last year to operate São Gonçalo do Amarante international airport in Rio Grande do Norte state capital Natal.

Unsuccessful bidders included OHL Brasil, in partnership with Spanish airport operator Aena, and Brazilian tollroad operators CCR and EcoRodovias.

The future concessionaires will invest some 16.1bn reais in the three airports, with financing from national development bank BNDES. National airport authority Infraero will maintain a 49% stake in each airport.
