The BR-163 highway is administered by MS Via, a subsidiary of infrastructure group CCR.
The government seeks additional support from lawmakers for the controversial issue.
The five projects entail finishing works left behind by the road's previous concessionaire while a new PPP for the entire road is expected to be tendered next year.
The government wants to award concessions for 12 airports in three blocks in December.
The governor said the region "must be seen as the entrance and exit point of Chile."
