Mexico's Baja California state will launch an EPC tender for a 10MW wind farm in the La Rumorosa area, David Muñoz, general director of the state's energy committee, told BNamericas.
Baja California governor José Guadalupe Osuna Millán could formally announce the project before month-end. Bidding rules could go online during the first week of October, Muñoz said.
The project will be built under the self-supply model, with construction due to wrap up next year.
The state government has been working with federal authorities to evaluate global demand for turbines in light of shortages.
But given that the turbines would likely have 1.8-2.5MW of capacity each, Muñoz does not foresee too much difficulty in obtaining four or five turbines.
When construction nears completion, the state government will launch tenders to operate the farm.
The federal government is fronting nearly 50% of the investment needed for the project, while federal power company CFE and the energy ministry Sener assisted in drafting bidding rules.
The state government expects net profits of 30mn-40mn pesos (US$2.78mn-3.71mn) throughout the life of the project.
Of the total, 80% would go to subsidizing some power bills with the balance going to the state's energy efficiency program.
SECOND PHASE
Meanwhile, the state government is planning a second 100MW phase to the project.
"With all the interest there has been in the zone for private projects, we see that it is possible to develop a 100MW project," Muñoz said. "We think we can launch this tender for 100MW during the second half of 2009."
The tender would include plant construction and operations.
