Costa Rican IT and telecoms chamber Camtic has proposed its "Green and Intelligent 2.0" strategy aimed at driving digital technology in the country at the science and technology ministry's (Micit) presentation of the national science, technology and innovation plan for 2011-14, according to a release from Camtic.

The strategy proposes a management model for Costa Rica's digital ecosystem, focused on the country's sustainability, competitiveness and maximizing its potential to contribute to the development of the economy and overall society.

According to Camtic president Alexander Mora, the strategy is based on the social digital pact, which he said is an ideal instrument to accelerate the country's transition to an information based society.

Science and technology minister Alejandro Cruz Molina said the strategy aligns with the national plan and that it was consulted in outlining the digital technology components of the plan.

President Laura Chinchilla wrote the introduction to the document. Calling it "invaluable" for Costa Rica's progress, she said it was also valuable input for the creation of public policies the government wants to put forward.

Camtic's proposed strategy is an update to the document launched by the chamber in 2003 to orient policies and actions at driving the ICT sector in Costa Rica. The update aims to accelerate the advance of digital technologies, for both the economy and as an instrument to enable development.

The plan is divided into eight strategic areas: policies, regulatory and institutional framework; enterprise, innovation, research and development; cross linking; development of human resources; financing; infrastructure; increasing exports; and the strengthening of Camtic and its roles.

According to Camtic, digital technology can be defined under nine subsectors including software development, IT, telecoms and e-commerce and web services.
