Espirito Santo state's mixed-ownership port authority Companhia Docas do Espírito Santo (Codesa) is responsible for the management of ports within the state and, when mandated by the Brazilian Federal Government, outside the state as well. Codesa must comply with and enforce laws, regulations, and concession contracts. It was founded in 1983, and was formerly known as Porto Especializado de Barra do Riacho S.A. It is linked to Brazil's Ports Secretariat, and operates under the Transport, Ports and Aviation Ministry.
