One sign of the maturity of Chile's telecom market is that initiatives proposed by sector regulator Subtel are now more and more targeted at collaboration with other entities and ministries, and deal with much more than basic network infrastructure and service penetration.

This is a strategy that was built into the Economy Ministry's 2020 Digital Agenda, first drafted in 2013 and revised in 2015, but Subtel has gone beyond the 60 goals in the Agenda by creating its own "Research and Development Unit", which serves as a forum where all parties can contribute to ICT policy over the foreseeable future.

As a result Chile is host to an increasing number of government entities pursuing smart city agendas, as well as talent-scouting hackathons or co-creation drives run by enterprises and municipalities.
