Italian construction firm Grandi Lavori Fincosit leads the consortium that also includes Construcciones, Comercio e Industria, Empresa Constructora Vialpa, Empresa Change Consulting Grup Colombia, Empresa Gerencia de Contratos y Concesiones and Empresa Obras Especiales.
