Minister Proposes New Telecom Bill

Venezuela's Transport & Communications minister Julio Montes has proposed to the lower-house the creation of a new Telecommunications Bill by merging the two prospective bills. The current administration's Transport & Communications Ministry (MTC) with telecommunications regulator Conatel and deputy Walter Marquez of the Rafael Caldera government sponsor the prospective bills. The two projects are similar with respect to their treatment of users' rights, the degree of control by the state and the isolation of television issues, Montes said. Conatel is keen to include the idea of number portability, which would allow users to choose at will between different service providers, paying only costs and not rates, Conatel director Diosdado Cabello said.
