Brazil names new head of mining regulator

Brazil’s mining regulator ANM has a new head as it looks to modernize processes despite severe budget restrictions.

"Of all regulatory agencies in Brazil, we are the youngest and the one with less structure and the one that needs the most attention. Because of this, I am asking the authorities, the ministry of mines and energy, congressmen too, for help, to give priority to the regulator," said the watchdog’s new chief, Mauro Sousa (pictured), in a speech on assuming the post.

"In view of this, we have to update legislation, including the mining code, to attract society’s recognition of the mining sector and create a business environment with legal security. We have to reconcile all this with the socio-environmental impact of the sector." 

"Mauro Sousa has experience in the sector as he was involved in the process of modernizing legislation and creating the agency, and he understands very well the challenges that will come during his term," Valdir Farias, executive director at mining consultancy Fioito, told BNamericas.

According to Farias, under Sousa the expectation is that ANM will advance with regulations covering permitting, creating simpler procedures and improving efficiency.

Sousa is due to hold the post for four years and he replaces Victor Bicca.

He has worked at social security agency INPS (currently INSS), at state-run bank Caixa Econômica Federal and in the legal department of the mines and energy ministry.
