Mexico's state power company CFE will publish bidding rules on November 7 for a contract to revamp units 1 and 2 of the 1,200MW General Manuel Álvarez Moreno thermo plant in Colima state. The contract entails design, engineering, equipment and materials supply as well as construction and startup of repair and modernization works, according to draft bidding rules. CFE has scheduled a site visit for November 17. Offers are due and will be opened on March 22, with a decision expected in April. Works are slated to begin in May and will take two years. The project will be carried out under Mexico's publicly financed project model through which payment is made in a lump sum after project completion.
