Cuba publishes its first urban planning law

After years of regulating land use and urban planning via decree, Cuba's first law on these matters was published in the official gazette on Thursday and will take effect in March 2023.

The head of the legal department of the land use and urban planning institute, Diana Rosa Suárez, told a press conference that the law defines the related powers of the government and other official bodies. 

The law introduces “the group of tools that will norm the physical and special development and transformation of territories at a national, provincial, municipal, and human-settlement level.”

However, municipal and provincial authorities may create their own land use instruments, in line with regulations by the institute. 

The law is part of an urban agenda, resulting from a project overseen by UN-Habitat and Swiss development and cooperation agency Cosude.
