El Salvador seeks green light for La Unión port tender

El Salvador port authority CEPA is awaiting authorization from the Japan International Cooperation Agency (JICA) to launch a tender for a concession to operate La Unión port.

CEPA aims to launch the tender before the end of this year, local paper El Mundo reported.

The project has reportedly already been approved by the maritime port authority (AMP), and the finance ministry's regulatory unit for public procurement and contracting (UNAC), as required by law. JICA's authorization is also required as it provided some US$101mn of the US$180mn to construct the port.

CEPA's head Nelson Vanegas told a local broadcaster that the Japanese agency has submitted comments on the proposed tender documents and the authority is in the process of responding.

The government formally revived plans to award a concession for the port earlier this year, and started a consultation process with potential investors to receive feedback on the drafting of the terms and conditions for the tender, while simultaneously promoting the project among various parties.

The original plan was to launch a tender in early October, but the date was subsequently postponed to November.

Different players have questioned the transparency of the process of awarding the concession, citing concerns about fairness.

Construction of the port was completed in 2009. A tender for the concession contract launched in 2015 was declared void because no bids were received.
