Chile's environmental regulator SMA rejected an appeal by Endesa Chile regarding a US$7.6mn fine for environmental and permitting infractions at the Bocamina coal complex, local daily El Mercurio reported.
SMA said that Endesa modified the complex without the necessary environmental permits, and that the plant's water intake processes put the surrounding environment at risk.
The regulator also cited an inspection in January that found that the site's Bocamina I plant exceeded carbon emission limits.
Plant operations have been halted since December 2013, pending a separate environmental complaint filed by local residents and fishermen.
