Ex-head of Paraguay state water utility charged in graft probe
Paraguay's attorney general's office has charged the former head of state-owned water utility Essap, Osmar Sarubbi, and another 39 individuals with breach of trust and misappropriation of funds in a probe surrounding alleged irregularities in the management of the company's funds.
Investigators stated that between January 2015 and mid 2016, Sarubbi authorized advance payments for equipment and services the costs of which "widely exceeded the limits established for that purpose," the authority said in a release.
It added: "There is a suspicion that the supplies and services for which the institution made considerable expenditures were not acquired or executed," as no documents have yet been found that report supply of delivery.
The accusations are that these payments were for a total of 18bn guaraníes (US$3mn) during the period under analysis.
The other individuals charged alongside Sarubbi include Essap's former financial manager Jhoni Báez, ex-administrative manager Ricardo Britez and the former head of the utility's treasury Jorge Wilca, who are accused of being part of the scheme to approve the questioned payments and not report them.
Sarubbi served as head of Essap head between 2013 and September 2017, when he resigned. Shortly after that, the country's attorney general at the time, Roberto Moreno, told daily Última Hora that his office recommended Sarubbi be ousted after an audit revealed the advance payments that are now at the center of the accusations.
