Honduras will benefit 1.5 million households with an energy bonus

The Government of President Juan Orlando Hernandez determined that 1,500,000 homes throughout the country will be benefited with the energy bonus as of this month of April.

The aid will be applied so that the 10.89 percent increase in electric power rates recently approved by the Electric Power Regulatory Commission (CREE) will not harm the finances of those 1,500,000 families, who represent 83 percent of the hundred of the subscribers of the National Electric Energy Company (ENEE).

The Minister of Energy, Roberto Ordóñez, explained in a press conference at the Presidential House that the mechanism will be applied as follows: it will be supported with the energy bonus to subscribers with consumption of less than 150 kilowatt hours per month (70 percent of the subscribers in 1,260,000 households), for the value of 100 percent of the increase, covering from April to December 2019.

He added that, in addition, will be supported with the energy bonus to subscribers with consumption of 151 to 300 kilowatt hours per month (13 percent of subscribers in 234,000 families) with a downward energy bonus starting in April and until December 2019 .

"This energy bonus that the Government is providing is framed in the principles of solidarity and subsidiarity, which means a sacrifice of approximately 482 million lempiras for the Government," said Ordóñez.

A sacrifice for the people

The Minister of Finance, Rocio Tábora, detailed that this sacrifice of the Government for 482 million lempiras comes from determinations of budget revision and austerity measures.

"We are going to issue a decree of austerity in which operating, representation, per diem and other types of measures will be cut to cover this," he said.

"Households that are dedicated to entrepreneurship will be the main beneficiaries with this energy bonus," he said, and clarified that "government institutions will pay 100 percent of energy consumption."

"We can not ask people to pay and institutions do not make any effort," remarked Tábora.

Following is the official statement detailing the benefits of the energy bonus:

The Government of the Republic through the Secretariats of Energy and Finance to the national community communicates:

1. On Monday, April 1 of this year, we appeared before the Honduran people to announce that with the 10.89% increase in electricity rates approved by the Electric Power Regulatory Commission (CREE) as of April, the The Government of the Republic would support with an energy bonus the most vulnerable and low-income households, which represent at least 70% of the total number of subscribers.

2. Today and after having carried out the corresponding evaluations, we appear before the Honduran people to announce that the Government of the Republic will support approximately 1,500,000 households that represent about 83% of the subscribers of the National Electric Power Company ( ENEE).

3. Support will continue to approximately 1,500,000 households that had already been benefited with the energy bonus that the Government of the Republic began to grant since October of the year 2018.

4. The energy bonus will be applied as follows: It will be supported with the energy bonus to the subscribers with consumption lower than 150 Kwh per month (70% of the subscribers in 1,260,000 households) for the value of 100% of the increment covering from the month of April to the month of December 2019 (9 months), that is to say that the government increases the value of the bonus, since for these families, this will cover the total of the increase decreed by the CREE.

And will be supported with the energy bonus to subscribers with consumption between 151 to 300 Kwh per month (13% of subscribers in 234,000 families) with a downward energy bonus starting in the month of April and until the month of December 2019 (similar to the bonus grant scheme that is currently being applied).

The total value of the bond granted by the Government of the Republic for the year 2019 means a sacrifice of approximately 482 million lempiras.
