Dominican Republic names new head of telecoms watchdog
Dominican Republic President Daniel Medina has appointed Luis Henry Molina as the new head of telecoms regulator Indotel, replacing Jose del Castillo Saviñón.
Molina has held the position of director of the country's export and investment center (CEI-RD) since August 2016.
During his tenure, del Castillo Saviñón focused on increasing internet penetration through the República Digital (Digital Republic) and public Wi-Fi digital inclusion programs and expects to reach a total of 860 public internet spots by the end of 2018.
In 2017, internet subscriptions grew 36%, and mobile phone penetration reached 89%.
The International Telecommunication Union (ITU) is providing assistance to Indotel to review and revise the country's current telecommunications legislation, which dates back to 1998.
The country has been criticized for its high tax rate on telecommunications services. Internet and telecom services have a taxation rate of almost 30%, of which 10% corresponds to excise tax, 18% to the tax on the transfer of industrialized goods and services, and only 2% goes to the development and improvement of the telecom sector.
