ICT Tender: São Paulo prepares call for Wi-Fi expansion
The city of São Paulo put out for public consultation a template with bidding and accreditation terms for a future tender for the expansion of the public Wi-Fi service in the metropolis.
Interested companies are invited to submit suggestions to the text or questions on possible doubts about it before the effective launch of the call, which the municipal administration still expects to take place this year.
The process is being carried out by the municipal innovation and technology department. Comments can be sent until October 5.
São Paulo aims to expand the WiFi Livre project to 120 squares and parks, as provided for in the 2017-20 goals program, adding 300 more free and quality internet points in tourist spots, cultural and sports centers, libraries and community centers, among others.
The city government argues that the program does not burden public coffers because participating companies will have as counterpart the right to explore a business model based on digital advertising.
Also, the administration says that the proposed terms are in line with the guidelines of Brazil's internet bill of rights and the recently approved personal data protection legislation, ensuring right to privacy, network neutrality and the protection of personal data of citizens.
The terms of reference are available here or here. Doubts regarding the process can be sent to consultafifi@prefeitura.sp.gov.br
