IEnova contracts highlight advances in Mexican fuel storage
The second long-term contract for IEnova's 1Mb Topolobampo fuel storage and distribution terminal underscored the steady buildout of Mexico's fuel importation and storage infrastructure.
In 2012, some 39% of national fuel demand was covered by domestic production, while in 2018 around 70% was covered by imports as domestic production declined sharply. Mexico has only three days of gasoline storage capacity. Thus, the current government has made increased fuel storage capacity a strategic objective.
In September some 62 storage and distribution projects were planned or starting construction, according the energy ministry. Of these, 33 have already received permits and six are in the process of gaining permits from energy commission CRE. The rest are currently seeking permits from other government agencies, while four have only been announced in the media.
The 62 storage projects represent capacity of 42.5Mb, while Mexico's daily demand in August was 793,000b.
Most of these projects are on Mexico's coastline and are readily accessible to fuel ships from refineries in the southern US. Another six storage projects are close to the US border.
The main imbalances between fuel production and demand are on Mexico's northern and central Pacific coast, which have little or not production, but high demand.
IEnova's fuel terminal will serve the northwestern region, with Chevron and Marathon Petroleum each leasing 50% of the terminal's capacity.
In related news, Pemex has agreed to import 1.4Mb of crude oil to make up for a shortage of the light crude that is best suited to its refineries. The four shipments of 350,000b each will be delivered in November.
