Chile chooses the concessions route for high-speed train
Public works minister Juan Andrés Fontaine told Chilean daily La Tercera that the government has decided to build the Santiago-Valparaíso high-speed train through the country's concessions system.
In January, TVS, a consortium comprising Chilean firms Sigdo Koppers and Latinoamérica Infraestructura, alongside China Railways Group (CREC), presented a US$1.6bn private initiative that proposed using the country's railways law instead of the concessions law, which prompted an information request to the consortium.
In response, Fontaine said that the railways law is "old, has neither the structure nor the regulatory density required." It also lacks guarantees and mechanisms to treat differences between parties.
Fontaine highlighted that the concessions system has been used to execute investments over US$20bn.
TVS told La Tercera that it wouldn't comment until it received confirmation from the government.
However, last month TVS' CEO Álvaro González told BNamericas that even if the government decided to make a tender through the concessions system, the railways law would still play a role, since it is required for the construction of new rail infrastructures in the country.
