Chile declares Santiago-Valparaíso train 'not of public interest'
Chile's concessions council declared a private initiative for a high-speed rail line connecting the port city of Valparaíso with capital Santiago to be "not of public interest."
For the public works ministry (MOP) to move forward with a private project, the concessions council, comprising public works minister Alberto Undurraga and five advisors, must declare it to be of public interest.
Chilean-Spanish firm Iniciativas Privadas Ltda proposed the project and has been studying it since 2012, reported Santiago paper Diario Financiero.
However, state-owned rail company EFE has been studying a parallel project and in May presented prefeasibility studies indicating that the rail line was viable but would require investment of US$2.4-3.1bn.
"The advisors have shared opinions and decided not to recommend the declaration of public interest for this initiative since EFE is currently developing studies on the same project, and because until now there has been no manifestation from EFE with regards to this initiative," read the council meeting's minutes, according to the report.
The five advisors on the council are: former minister Sonia Tschorne, Algo González, Iván Poduje, academic Rodrigo Delgadillo, and lawyer Juan Andrés Varas.
Varas raised two questions: "Does EFE have the capacity to develop a project of this nature? And if yes, does the train interest or not the state?"
Another rail project spearheaded by EFE, the Rancagua Express, is also facing delays.
