Millones said the ministry confirmed "there isn't a single peso" for the second phase of construction of the hospital, which is in the city of Viña del Mar. The work was supposed to be put out to tender early this year.

He also said the first phase of the project is only 55% complete when it was supposed to be finished by end-2016.

After the reports, Viña del Mar mayor Virginia Reginato said the project has been dragging on through three governments and directly asked President Michelle Bachelet to speed up the work.

The Gustavo Fricke hospital entails investment of over 100bn peso (US$151mn), according to Millones. The new 92,000m2 structure will replace the existing hospital that has served the region since 1954.
