Dominican Republic to look into potential Odebrecht cost overruns
The attorney general's office (PGR) in the Dominican Republic requested an audit by the country's chamber of audits (CCRD) to detect potential cost overruns on the projects built by disgraced Brazilian construction company Odebrecht.
In a news release, the PGR said the request was made through a letter sent to CCRD's director Hugo Álvarez, with an attached list of all the projects developed by Odebrecht, as well as the government entities that were in charge of awarding the contracts.
According to the prosecutor's office, the probe to detect potential overruns will be separate from an investigation into bribes paid by Odebrecht.
Once the audit is complete and the CCRD submits a report with the results to the PGR, the general attorney will see whether any criminal offences where committed, in which case the individuals and companies involved in those actions will be immediately prosecuted, the PGR said.
In February, the Dominican authorities reached a financial agreement with Odebrecht, which saw the company escape prosecution in exchange for a monetary compensation for the US$92mn in bribes it admitted to have paid to government officials and intermediaries working on its behalf to secure public works contracts.
The US$184mn plea deal was ratified by a local court last week in what general attorney Jean Rodríguez described as a "landmark ruling" in the country's fight against corruption.
That agreement also requires Odebrecht to identify the officials and projects involved in the scandal, as well as disclosing the financial scheme used to conceal the bribes. The company will reportedly provide that information before May 19.
Odebrecht started operating in the Dominican Republic in 2002 and it was in charge of the US$51.3mn Hermanas Mirabal water pipeline (built in 2010-15) and the US$115mn Samaná pipeline (2006-10), among other waterworks. The company was also awarded a contract to modernize and expand the Corredor Víal del Este, which was completed in 2013 at a cost of US$151mn, and described as the most important road project in the country in recent years.
