PPPs could quadruple Argentine infra, energy, water investments
Argentina could quadruple its current investments in infrastructure, water and energy during 2018-20, reaching some US$97bn thanks to the implementation of the public-private partnership (PPP) model, according to a study from social development institute Idesa.
"[PPPs] are a modern tool very widely used in developed countries and in various Latin American nations. In Argentina they have not yet been used, even though they have enormous potential," the study reads, adding that the country will start seeing an increase in such projects as a result of the new PPP law.
The Argentine government listed 52 projects that will be executed as PPPs in its proposed budget for 2018. These include highways, hospitals, housing, electricity lines, aqueducts and wastewater treatment plants, among others.
Idesa says that these projects would receive the following investments over the next three years:
- Highways: US$50bn
- Energy and water management: US$30bn
- Hospitals and prisons: US$17bn
These data suggest that over the next three years, investments are planned for a total of US$97bn through PPP mechanisms, which would quadruple the current rate of infrastructure investments, the institute claims.
Idesa added that PPPs represent an attractive model for the government since they liberate state resources. However, it also warns that the official plan "shows a clear bias towards Buenos Aires" and could deepen regional asymmetries.
