Paraguay plans US$6bn by 2030 for water, sanitation
Paraguay's state water utility Essap, alongside the public works ministry (MOPC), plans US$6bn in investment in order to achieve full water coverage and 50% sewage services by 2030.
Talking to state TV channel, Essap head Natalicio Chase admitted that the utility did not invest sufficiently as the population rose, which has resulted in water scarcity in areas of Asunción during the summer, among other problems.
To solve this, Chase said construction of three new potable water plants will start in the next few days in the capital's Mariano Roque Alonso district, which will be financed with resources from the Yacyretá binational entity that operates the shared hydro plant on the border with Argentina. Over 95% of the population currently has potable water service, he said.
Regarding sewage services, which only reach 42% of the population, Chase said MOPC will replace 50,000m of pipelines, although he added that in order to replace all pipelines that have exceeded their useful life an additional 100,000m would be needed.
"We know that for each US dollar invested in sanitation, we save US$10 in public health," he said.
The utility head said that most of the funds will come from the private sector and multilateral lenders such as the IDB and the World Bank, as well as Japan's JICA.
