Paraguay's mobile telephony bill clears lower house
The Paraguayan lower house passed an amended bill Wednesday to regulate the activation of mobile lines in the country, with an eye on protecting users' identity.
The legislation now heads back to the senate.
The purchase and activation of chips in the country is done informally and without any legal guarantees, the house said in a release.
The requirements for the activation of the telephone service as established by the law will include the presentation of an ID. The applicant will also have to fill a form with his personal data, signature and fingerprint.
Regulator Conatel will also have the power to establish additional requirements in accordance with the new law.
Operators will have to check compliance with the requirements before activating the lines. They will also be required to store sales and activations information, keeping it for a minimum of five years.
Lower house lawmaker Walter Harms said the chamber of deputies version of the bill is the one closest to what mobile telephony operators and Conatel agreed upon.
