Peru to build Chinchero airport as state project
Peru's government will assume the problem-ridden US$520mn Chinchero airport project as a state-run venture after the previous failed contract ended in arbitration, a senior official said.
Once the airport has been built, serving Cusco region, the government will award an operating and maintenance contract to a private concessionaire, transport and communications minister Bruno Giuffra said.
"We're considering that the optimal solution to make this viable in the timeframe and manner we want, without friction or problems, will be to build the airport with state intervention in the works to award the concession afterwards," Giuffra told Radioprogramas. "It's not a gigantic airport – we're not talking about billions of dollars."
Preliminary investment in construction will run to US$200mn, in addition to US$150mn in earthworks, with work to start on a perimeter wall this year, Giuffra said.
The project is now scheduled to be completed by 2021 to coincide with the bicentenary of Peru's independence from Spain – and the end of President Pedro Pablo Kuczynski's five year mandate.
The shift towards a state-run project marks a departure from a decades-old drive to award major infrastructure projects either as private ventures or as public-private partnerships (PPPs).
Kuczynski vowed to move ahead with the project despite being forced by an opposition controlled congress to cancel the previous concession and replace his transport minister last May. Previous operator Kuntur Wasi last month announced arbitration proceedings against Peru after failing to reach an agreement over compensation.
Meanwhile, the International Civil Aviation Organization (ICAO), a UN agency, signed an agreement with the Peruvian government to act as an advisor during the project's construction.
ICAO regional director Fabio Rabbani and deputy transport minister Rafael Guarderas signed the accord at the ICAO's offices in Lima, according to the transport and communications ministry.
"The ICAO's cooperation will provide the greatest possible transparency and a high dosage of professionalism for the execution of the Chinchero international airport project," Giuffra said in a statement. "It's a major step toward the construction of the new airport."
Peru, whose tourist attractions include the pre-Hispanic citadels of Machu Picchu (in Cusco), Kuelap and Chan Chan, Lake Titicaca and the Colca Canyon, earns about US$4bn/y in revenue from its tourism industry, with about 4mn foreign visitors expected this year.
