Perupetro completes complementary measures for hydrocarbon activities in Tumbes

Between June 2018 and February 2019, PERUPETRO S.A, within the framework of its responsibilities, finished implementing complementary measures to strengthen the process of citizen participation in hydrocarbon activities in Tumbes, in order to ensure access to information in all social actors.

The complementary measures included a process of mapping, raising concerns and needs, rapprochement and sensitization with about 1,000 residents and sectoral, regional and local authorities in Tumbes, including fishing associations, other grassroots associations and the general public.

PERUPETRO S.A. currently has an active presence in the fishing harbors where fishermen carry out their daily work with the intention of maintaining open channels of communication. It has also been holding meetings with authorities from the regional government of Tumbes, as well as provincial and district mayors and the general public.

From the various meetings held, a set of basic demands was identified that require the attention of various sectors, such as basic sanitation, safety, productive capacities and infrastructure, health and education, among others.

PERUPETRO channeled the diverse demands of the population to the responsible sectors of the state, so that they could be addressed. To this end, meetings were held with PCM, MINEM, PRODUCE, MVCS, MINAGRI, MINSA, MINEDU, OEFA and OSINERGMIN, among others.

On January 5, 2019, the Ministry of Energy and Mines published the New Regulations for Citizen Participation in Hydrocarbon Activities, aimed at strengthening the rights of access to information and citizen participation.

With this new regulation, on February 2 of this year, PERUPETRO held complementary face-to-face Citizen Participation events in Tumbes for Lot Z-64, which included the participation of more than 500 people, including authorities and the public.

Following the results of the implementation of the complementary measures in Tumbes, the MINEM, through from the Vice Ministry of Hydrocarbons and PERUPETRO, proposed a work plan to meet the urgent needs identified.

This plan contemplates a mechanism of permanent intersectoral articulation installed in Tumbes that accelerates the execution of public investment projects (PIPs) and which, through the appropriate allocation of the economic resources generated by the royalties, shall ensure that the projects are implemented to close the identified gaps in development.

The Tumbes region received more than 1.5bn soles from oil royalties in the last 10 years. In the last three years alone, the region received 332mn soles that, according to the law, must be directed to infrastructure projects for the benefit of the population.
