Chile reactivates push for water code reform
The Chilean government is planning to send its amendments to the bill to reform the country's water code in the next few days in order to reactivate debate of the text, which is currently halted in the senate.
One of the main changes to the bill is the creation of auctions for water rights, in which the parties that request them will have to reveal what price they willing to pay, with that money being transferred to the state, public works minister Juan Andrés Fontaine was reported as saying by daily El Mercurio.
With this, Fontaine said, "we are making this market more competitive and we're halting the trend of creating water rights and hoarding them without cost."
He added that this will prompt both companies and individuals to save more water, as the rights to be auctioned can be exchanged.
Another amendment rules out the expiration of existing water rights in order to give legal certainty to the holders, although new awards of water rights will have a set duration.
The minister said that the bill maintains the main objective of prioritizing water for human consumption and improving water conservation.
Fontaine added that works on two reservoir concessions (Las Palmas and La Puñilla) are about to start, which, together with the Chironta and Valle Hermoso reservoirs (currently under construction), will irrigate 72,000ha of land once the US$900mn project is completed. He also added that there are 28 desalination projects being developed in the private mining sector.
