Spotlight: Top 5 water projects in Mexico's 2019 budget
The federal spending budget Mexico's lower house approved on December 24 earmarked funds for important waterworks, including potable water, drainage, dams and irrigation projects.
Most of the developments included in the budget for the environment ministry, which funds national water authority Conagua, are ongoing initiatives. Some of them have been under construction for several years, while others have been halted due to financial problems.
BNamericas takes a look at the five waterworks projects that will receive the most federal funds this year.
1. Emisor Oriente Drainage Tunnel
The tunnel, 62.4km long and 7m in diameter, which will channel raw sewage and wastewater from Mexico City's metropolitan area across three states. It will receive 1.99bn pesos (US$102mn) - the largest sum for a water project in the environment ministry's 2019 budget.
The project, also known as TEO, was conceived during former president Felipe Calderón's tenure to boost the capacity of Mexico City's drainage system and help cope with heavy precipitation during the rainy season.
Works began in 2008, with the contract going to a consortium that includes the companies Carso Infraestructura y Construcción, ICA and its subsidiary Cotrisa, Constructora Estrella, and Lombardo Construcciones.
Planned for 2012, the deadline was postponed several times but by the end of Enrique Peña Nieto's term progress on the tunnel had reached 93.4% and it is now expected to be in operation when this year's rainy season starts, around May.
The drainage capacity will be 150m3/s, benefiting around 20mn people in Mexico City and the surrounding urban area. The tunnel will help mitigate floods in the Mexico state municipalities of Atenco, Ecatepec, Chimalhuacán, Nezahualcóyotl and Texcoco, and the Gustavo A. Madero and Venustiano Carranza districts of Mexico City.
2. Maintaining, preserving, rehabilitating the Cutzamala potable water distribution system
At 700mn pesos, the second largest budget allocation was to improve the potable water supply system serving Mexico City and its metropolitan area.
The project began in 2016 with a 2020 deadline.
Although the finance ministry's (SHCP) investment portfolio puts its price at 9.09bn pesos, the ministry's proposal has it at 9.87bn pesos.
The project involves various works to enhance and improve efficiency in seven subsystems of the Cutzamala system. The purchase of major equipment, as well as contracts for the supervision and management of the project, are also considered in the estimated price tag.
3. 2016-2020 program to maintain federal water infrastructure serving the Mexico Valley water system
This program was allocated 655mn pesos for this year. The price estimated by the SHCP's proposal estimated for the project was 6.55bn pesos, an increase from the estimation included in the 2018 spending budget, which amounted to 5.67bn pesos.
This initiative entails providing different maintenance works on the infrastructure operated by Conagua, which is located in the states comprising the Mexico Valley (Mexico City, Mexico state, and Hidalgo).
4. Milpillas dam and pipeline to supply the Zacatecas-Fresnillo corridor
This project was earmarked 504mn pesos in the 2019 federal spending budget, while the SCHP estimates a 1.96bn-peso investment.
The project involves construction of a dam, with a water storage capacity of 69.9Mm3, on the Milpillas river in Zacatecas state. The dam will be located in Jiménez del Teúl. The project would supply water, via a 166km aqueduct, to Fresnillo, Calera, Zacatecas and Guadalupe. The pipeline would also be built as part of the project. Complementary works, such as two pumping stations and a potable water treatment plant, are also included.
5. Construction of the El Zapotillo project to supply potable water to León, Guanajuato state
Some 500mn pesos were earmarked this year for the construction of El Zapotillo project in the Jalisco and Guanajuato states. Similar amounts were allocated for the construction of the Centenario irrigation channel in Nayarit state and the Prohtab flood control project being carried out in Tabasco state.
The Zapotillo project entails the construction of a dam and the corresponding pipeline to supply potable water to 400,000 people in Jalisco state, and León, the largest city in Guanajuato state.
The works are being developed under separate contracts, which proved to be controversial from the very beginning.
In the case of the 411Mm3 dam, works began in late 2009 but have been halted for the past few years with the dam wall height limited to 80m due to a court order.
The works are the responsibility of Spanish construction companies FCC and Grupo Hermes, as well as Mexican firm La Penínsular, and require around 10bn pesos (US$532mn).
As for the pipeline, construction has also been stalled since Spanish firm Abengoa, the concession holder tasked with building the project and carrying out its subsequent operation, decided to walk away from it.
The aqueduct will be used to draw water from the dam, supplying 3.8m3/s to León, 3m3/s to Jalisco state capital Guadalajara and 1.8m3/s to the Altos de Jalisco region.
It is not clear how the funds will be spent, as the negotiations to resume works on the project's two components are reported to still be ongoing.
